Understanding Post War Iraq

Now is a time of great transition for both the American peace
movement and the people of Iraq. While many Americans are shifting
their attention to the noble goal of ensuring regime change here at
home in 2004, you can count on EPIC Alerts as your touchstone for
understanding post-war Iraq.=20

For all of us, even the best scholars on Iraq, the recent removal of
Saddam Hussein's regime uncovered a nation that has been hidden by
decades of tyranny, war, and international isolation.  We invite you
to join us in studying modern Iraq and rediscovering what it means
to support the Iraqi people.

Highlighted in this week=92s Alert are some of the best websites and

WHAT=92S NEXT FOR EPIC?

Despite what President Bush may say, the liberation of Iraq will not
be complete as long as foreign troops occupy Iraqi soil.  Thus, EPIC
is preparing for a Summer of Solidarity for the People of Iraq, a
time for all of us to support the most pressing needs of the Iraqi
people while also supporting their right to determine their own
future.  The summer begins June 14-17 with EPIC=92s 5th annual Iraq
Forum and Lobby Days.

Confirmed speakers include Middle East historian Juan Cole, author
of =93Sacred Space And Holy War: The Politics, Culture and History of
Shi'ite Islam=94 (IB Tauris, 2002); Mike Amitay and Tara Aziz of the
Washington Kurdish Institute; veteran Iraqi activist Jawad Al-Amiri;
and Stephen Zunes, author of =93Tinderbox: US Foreign Policy and the

EPIC Update on the U.S. Occupation

In the wake of the widespread chaos and looting that the Bush
administration failed to prevent, Iraqi Shiite groups have emerged
as the most organized political force in Iraq.	In Baghdad=92s eastern
quarter (formerly known as =93Saddam City=94) and major cities in the
south, armed Shiite militias patrol the streets.  Within the Shiite
community, there is an intense rivalry between the Shiite
establishment in Najaf (headed by the grand Ayatollahs Ali Sistani
and Sa=92id al-Hakim) and fundamentalist political movements such as
the Supreme Council of Islamic Resistance in Iraq (SCIRI) and the
Sadr movement.	Although most Iraqi Shiites tend to be secular, the
fundamentalists have tens of thousands of armed militiamen.  This
could put them on a collision coarse with Iraq=92s Sunni population
and others who oppose an Iraq ruled by ayatollahs.

In the North, Iraq is under the control of two rival Iraqi Kurdish
parties - the Patriotic Union of Kurdistan (PUK) and the Kurdish
Democratic Party (KDP).  In central and western Iraq, Republican
Guard and Fedayeen forces have gone underground, blending into
cities as ordinary civilians.  This week, EPIC received a report of
a Fedayeen militia occupying a civilian home in Baghdad in full view
of U.S. patrols.

Lawlessness in many areas and potential clashes between rival
factions make Iraq dangerously volatile. Without security, Iraq
cannot be rebuilt and humanitarian agencies cannot deliver supplies
or reestablish essential services.  With a long, hot summer just
beginning, the risks only grows.  Over one million Iraqi children
are chronically malnourished and 40% of the population has no access
to clean water.

The Bush administration was unprepared to properly restore order
following the collapse of the regime. Despite this, the
administration does not appear to want the assistance of United
Nations peacekeeping forces or major allies like France and Germany.
The U.S. has also refused UN weapons inspectors reentry into Iraq
despite the fact that several suspected nuclear sites in Iraq may
have been looted (Chicago Tribune 5/6/03).  To make matters worse,
there are no signs that U.S. combat forces currently deployed in
Iraq are being trained to handle post-conflict, civil security
needs.

The results are disastrous.  Iraqi civilians are still being shot at
checkpoints.  Last week at least 13 Iraqi civilians were killed and
more than 70 wounded when U.S. soldiers occupying a local school
fired on demonstrators protesting against the U.S. presence in Iraq
(Reuters 4/29/03).=20

Retired General Jay Garner, head of the Pentagon's reconstruction
effort in Iraq, has appointed 5 Iraqi leaders as the core of a new
Iraqi government. They are believed to be: Massoud Barzani from the
Kurdistan Democratic Party, Jalal Talabani of the rival Patriotic
Union of Kurdistan, Abdul Aziz al-Hakim from the Supreme Assembly
for Islamic Revolution in Iraq, Iyad Allawi of the Iraqi National
Accord, and Ahmad Chalabi of the Iraqi National Congress (AFP
5/5/03).  Paul Bremer III, a former State Department
counter-terrorism expert and prot=E9g=E9 of Henry Kissinger, has been
appointed civilian administrator of Iraq.

Middle East Expert on Iraq=92s Shiite Community

Juan Cole is a professor of History at the University of Michigan
and a respected authority on Iraq and Islam. For months Cole has
maintained daily web blogs about the situation in Iraq and
throughout the Muslim world. His informed commentary is a reliable
resource for understanding the Bush administration's developing
policy and emerging political movements of Iraq. In his May 6, 2003

The Middle East Reference website offers a fairly comprehensive list
of Iraqi opposition figures and groups=96 many of whom will play a
part in post-war Iraq. It also lists the members of the
Pentagon-appointed Iraq Reconstruction and Development Council, now
in charge of rebuilding the government structure that would be
handed over to a new Iraqi authority.=20=20

Information on Iraq=92s Debt

For decades Iraq has incurred serious debt. According to the Center
for Strategic and International Studies (CSIS), Iraq=92s total
potential obligation =96 from war-related compensation claims, foreign
debt and pending contracts =96 is approximately $383 billion (CSIS Jan
03). That is a debt burden of $16,000 for every man, woman and child
in Iraq.

EPIC supports substantial debt-relief for Iraq, especially a
write-off of those =91odious=92 debts related to Saddam Hussein=92s thirty
year military expenditure. The cancellation of Iraq's odious debt
would not only benefit the people of Iraq, it would set an important
precedent for other indebted nations, like Indonesia, Argentina and
the Congo. Furthermore, it would discourage creditors and arms
suppliers from selling weapons to repressive regimes.

the humanitarian situation in Iraq. A recent briefing from Oxfam
America outlines the essential components of reconstruction in Iraq
=96 including leadership by the United Nations, and commitment by
occupying forces to fulfill their international obligations while
allowing Iraqi leadership to emerge.=20

Ensuring Justice in Iraq

Amnesty International has issued an excellent report outlining a
system of justice for post-war Iraq=97to prosecute human rights
violations committed under the former regime as well as those
resulting from the war and its aftermath. Amnesty=92s website focuses
on important post-war issues, including the need for investigations
into the recent killings at Falluja, and the need for U.S.
investigation into Iraq's "disappeared.=94

community through the timely dissemination of reliable information

By monitoring the situation directly, you can help us raise
awareness about ongoing and urgent needs of the Iraqi people. Become

Despite what President Bush may say, the liberation of Iraq will not be com=
plete as long as foreign troops occupy Iraqi soil.  Thus, EPIC is preparing=
 for a Summer of Solidarity for the People of Iraq, a time for all of us to=
 support the most pressing needs of the Iraqi people while also supporting =
their right to determine their own future.  The summer begins June 14-17 wi=
th EPIC=92s 5th annual Iraq Forum and Lobby Days.<br>

<B>EPIC Update on the U.S. Occupation</B></FONT>

In the wake of the widespread chaos and looting that the Bush administratio=
n failed to prevent, Iraqi Shiite groups have emerged as the most organized=
 political force in Iraq.  In Baghdad=92s eastern quarter (formerly known a=
s =93Saddam City=94) and major cities in the south, armed Shiite militias p=
atrol the streets.  Within the Shiite community, there is an intense rivalr=
y between the Shiite establishment in Najaf (headed by the grand Ayatollahs=
 Ali Sistani and Sa=92id al-Hakim) and fundamentalist political movements s=
uch as the Supreme Council of Islamic Resistance in Iraq (SCIRI) and the Sa=
dr movement.  Although most Iraqi Shiites tend to be secular, the fundament=
alists have tens of thousands of armed militiamen.  This could put them on =
a collision coarse with Iraq=92s Sunni population and others who oppose an =
Iraq ruled by ayatollahs.<br>
<br>
In the North, Iraq is under the control of two rival Iraqi Kurdish parties =
- the Patriotic Union of Kurdistan (PUK) and the Kurdish Democratic Party (=
KDP).  In central and western Iraq, Republican Guard and Fedayeen forces ha=
ve gone underground, blending into cities as ordinary civilians.  This week=
, EPIC received a report of a Fedayeen militia occupying a civilian home in=
 Baghdad in full view of U.S. patrols.<br>
<br>
Lawlessness in many areas and potential clashes between rival factions make=
 Iraq dangerously volatile. Without security, Iraq cannot be rebuilt and hu=
manitarian agencies cannot deliver supplies or reestablish essential servic=
es.  With a long, hot summer just beginning, the risks only grows.  Over on=
e million Iraqi children are chronically malnourished and 40% of the popula=
tion has no access to clean water.<br>
<br>
The Bush administration was unprepared to properly restore order following =
the collapse of the regime. Despite this, the administration does not appea=
r to want the assistance of United Nations peacekeeping forces or major all=
ies like France and Germany. The U.S. has also refused UN weapons inspector=
s reentry into Iraq despite the fact that several suspected nuclear sites i=
n Iraq may have been looted (Chicago Tribune 5/6/03).  To make matters wors=
e, there are no signs that U.S. combat forces currently deployed in Iraq ar=
e being trained to handle post-conflict, civil security needs.<br>
<br>
The results are disastrous.  Iraqi civilians are still being shot at checkp=
oints.  Last week at least 13 Iraqi civilians were killed and more than 70 =
wounded when U.S. soldiers occupying a local school fired on demonstrators =
protesting against the U.S. presence in Iraq (Reuters 4/29/03). <br>
<br>
Retired General Jay Garner, head of the Pentagon's reconstruction effort in=
 Iraq, has appointed 5 Iraqi leaders as the core of a new Iraqi government.=
 They are believed to be: Massoud Barzani from the Kurdistan Democratic Par=
ty, Jalal Talabani of the rival Patriotic Union of Kurdistan, Abdul Aziz al=
-Hakim from the Supreme Assembly for Islamic Revolution in Iraq, Iyad Allaw=
i of the Iraqi National Accord, and Ahmad Chalabi of the Iraqi National Con=
gress (AFP 5/5/03).  Paul Bremer III, a former State Department counter-ter=
rorism expert and prot=E9g=E9 of Henry Kissinger, has been appointed civili=
an administrator of Iraq.<br>

For decades Iraq has incurred serious debt. According to the Center for Str=
ategic and International Studies (CSIS), Iraq=92s total potential obligatio=
n =96 from war-related compensation claims, foreign debt and pending contra=
cts =96 is approximately $383 billion (CSIS Jan 03). That is a debt burden =
of $16,000 for every man, woman and child in Iraq.<br>
<br>
EPIC supports substantial debt-relief for Iraq, especially a write-off of t=
hose =91odious=92 debts related to Saddam Hussein=92s thirty year military =
expenditure. The cancellation of Iraq's odious debt would not only benefit =
the people of Iraq, it would set an important precedent for other indebted =
nations, like Indonesia, Argentina and the Congo. Furthermore, it would dis=
courage creditors and arms suppliers from selling weapons to repressive reg=
imes.<br>
