Overview of The Buffalo N= iagara Sustainability Council Recommendations for the COB Draft Comprehensiv= e Plan

Re= commendation #1

=E2=80=9CSustainability=E2=80=9D should be the overarching co= ntext from which the Comprehensive Plan evolves and grows. This should be a=20= formalized and inclusive approach. The language of sustainability should be=20= learned, formalized and incorporated into this plan from top to bottom.   This would include things s= uch as developing appropriate contexts, using appropriate words and titles,=20= and the identification and incorporation of formal Sustainable Principles an= d Sustainable Indicators where appropriate.

Re= commendation #2

In order to further promote the =E2=80=9Csustainable planning= =E2=80=9D context, The Buffalo Niagara Sustainability Council would like to=20= see the Comprehensive Plan renamed: =20= =E2=80=9CThe City of Buffalo Comprehensive Plan, A Blueprint for a Su= stainable Region.=E2=80=9D

Re= commendation #3

The City should adopt a formalized =E2=80=9Cleadership=E2=80= =9D strategy to build upon this Comprehensive Plan.

We recommend that a =E2=80=9Cleadership council=E2=80=9D of s= takeholders both inside and outside of City Hall be established to promote a= ccountability, internal coordination, and outside support for the continued=20= evolution of the Plan.

A leadership council would help to ensure that the Comprehens= ive Plan has an opportunity to evolve and mature during the coming years. Th= is would include guiding the COB and the overall community though the contin= ued development and implementation of the roadmap initiated and articulated=20= by the COB Comprehensive Plan.

Re= commendation #4

The Plan should incorporate a sustainable approach to each of= the =E2=80=9CTable 18=E2=80=9D combined 10 year funding Allocations/Goal ar= eas to include an adoption of specific sustainable principles and sustainabl= e performance indicators in order to guide each goal area.

Re= commendation #5

Develop, incorporate, and promot= e, existing and future specific Environmental, Social, and Economic blueprin= ts from which to both make informed decisions and from which to measure sust= ainable progress. These recognized linkages would help to provide continuity= in our regional, and binational planning efforts. Examples beyond those men= tioned in the current draft comprehensive plan could include the COB Climate= Protection Plan, a comprehensive snow removal plan, and a sustainable econo= mic development plan that explores and articulates local and regional econom= ic opportunities and obstacles.
